There is a overarching policy..its appear always to support the arts in public so they can cut back on the arts in reality ..support dead art for profit starve out new creatives ..use creatives as a "starter" in real estate and as the face of society to secure funds but leave the artist unprotected and not provided for ..its the same policy in the states .it keeps the rich safe and rich .

Don’t look for art from the government… it comes from individuals

So true, the arts have been starved of support for years - not just schools but community groups with creative focus. Art may not ‘come from governments’ but when governments undermine and defund arts education and the experience of art provided by contemporary artists then they cause not only hardship but a shrinking of vision and an impoverishment of culture.
