he building, facing the Imperial Palace, was at the time of its completion one of the largest commercial complexes in Tokyo. At street level there is a two-story shopping arcade linked to the streets around. The two cylindrical shafts, reminiscent of numerous Metabolist designs, feature stairways and elevators along with their lobbies. Particularly noteworthy is the mode in which the elevations are articulated with delicately designed metallic louvers as wel as drainpipes and spandrels. Such craftsmanship lends this impressive building an aesthetic quality that is akin to traditional solutions of high-level artistry. Setagaya Ward Office is an expetional exmaple of Kunio Maekawa’s facing concrete work. Outstanding is the folded plate structure of the auditorium. The concrete there becomes a impressive sculptural quality. Maekawa designed at the same time a similar auditorium building for the UNSECO in Paris. In this work the strong influence by Le Corbusier is obvious. On June 25 2016, Setagaya Ward announced that they are considering demolishing and rebuilding the ward office buildings. The module of Nagakin Capsule Tower was created with the intention of housing traveling businessmen that worked in central Tokyo during the week.
