May 25, 2024. Metro @metro.co.uk broke the silence and covered the eye-opening, world-aghast cat torture ring in China.
The article revealed the undercover work by activists, highlighting the lack of animal cruelty laws, which allows abusers to act without legal consequences and to proliferate their atrocities. The issue crosses borders, as potential buyers worldwide pay to view the vile footage, creating a financial incentive for the abusers.
Feline Guardians Without Borders is mentioned! Vigilante cat-lovers from more than 30 countries are determined to expose and stop these abusers, driven by anger and a desire for change. While continuing efforts to establish contact with Chinese and international authorities for action, attempts are also being made to reach out to the workplaces, families, or friends of the alleged abusers, aiming to publicly shame them and have them expelled from schools or dismissed from employment.

July 2, 2024. A voice recording of activists quarreling with abuser Li Chao includes Li's verbal apology and promise to never abuse or adopt animals again.
Regarding the Hangzhou teacher adopting and abusing cats, teacher Li Chao admitted to activists and the media that he abused several cats he adopted to death. There are photos, written descriptions, and admissions from Li himself. However, the Hangzhou Binjiang District Education Bureau claims no conclusive evidence of abuse.
On June 21 and 22, during a meeting arranged by the bureau, Li admitted: "I was training them, I hit them. Some died from shock." When asked to explain "beaten to death," Li replied: "Beaten to death!"
On July 1, media reported the official response to the allegations: the bureau stated that despite multiple reports and Li's online admissions, no conclusive evidence of abuse was found. However, Li's inappropriate comments were confirmed, leading to a warning and reassignment.
Several cats died in Li's care, with photographic evidence and Li's admissions: "Beaten to death from shock, beaten to death!" This raises questions about why the bureau concluded no evidence of abuse. Does the bureau not consider beating cats to death as abuse?
Netizens speculate that the Education Bureau faces challenges (or is unwilling) to terminate Li Chao's employment due to a lack of animal laws to hold him accountable. Please continue to email the education bureau on our Take Action page. While Li Chao is temporarily transferred out of his teaching duties, there is no termination of employment.

A news station in Hubei, China, highlighted the cat abuse committed by Yuan Hao, a food and safety quality student at Jiliang University in Hangzhou. The report stated that many in China are demanding strong punishment, potentially expelling Yuan Hao. The news station reported that the school has "punished the student according to the rules." However, as cat abuse does not break any laws, netizens wonder what the punishment entails.
The coverage concluded with, "The rampant cat abuse in society today, in the end, is due to the lack of strong punishment."
The media is starting to speak up. Will the government begin to act?

The ambassador of China to Iceland He Rulong tweeted that the overwhelming majority of Chinese condemn #catabuse .
It is encouraging to see Ambassador He Rulong highlighting the condemnation of cat abuse by the Chinese people as a positive step in recognizing animal abuse as a serious issue. However, public condemnation has so far only led to abusers being fired by employers or expelled from school. In some cases, serial cat torturers are detained for 3-15 days for disrupting public order.
Currently, China lacks nationwide legislation against cat torture. This absence of legal measures is evident in recent cases like that of Xu Ruixiang, a serial cat abuser who faced rejection from graduate school admission due to his actions, yet received no legal punishment. As noted by @ladyfreethinker , it is insufficient to rely on China's schools to deter such acts of violence. It is imperative that this gap is addressed through comprehensive legal reforms.
